To open a dental clinic, a dentist must possess a legal dental practitioner certificate, issued by the competent authority. However, merely having the certificate is not enough. Meeting the conditions for opening a clinic is a mandatory requirement to obtain an operating license for a dental clinic.
How is the scope of operation for a dental clinic determined?
The determination of a dental clinic’s scope of operation is based on the dentist’s practice certificate and the issued operating license. With these valid documents, dentists are only permitted to practice within the specific scope of expertise they have registered. Previously, Circular 41/2011/TT-BYT at point e, Clause 4, Article 25 explicitly regulated this content, but this regulation has now been repealed by Circular 41/2017/TT-BYT, and no corresponding replacement regulation exists.
However, based on the former content and current guidelines, a maxillofacial dental clinic can perform the following common professional techniques:
- General examinations and initial first aid for maxillofacial injuries
- Minor surgery to repair small scars under 02 cm in the facial area
- Correction of temporomandibular joint dislocation
- Surface laser treatment
- Treatment of periodontitis
- Incision and drainage of abscesses, scaling, tooth extraction
- Making dental prostheses, dentures
- Orthodontics, dental treatment, endodontic treatment
- Performing simple implant placement (1–2 teeth/session), implanting a maximum of 04 lower incisors if the practitioner has an implant placement certificate issued by a medical university or provincial-level hospital or higher.
Note: Autogenous block bone grafting is not permitted, and procedures should not be performed if the patient has progressive internal medical conditions affecting implant quality.
Additionally, the clinic may perform minor oral surgeries and other techniques if approved by the Director of the Provincial Department of Health, based on the practitioner’s competence, medical equipment, and existing facilities.
For the most detailed and updated guidance, dentists should contact the Department of Health – the specialized management agency – directly for specific advice based on their actual situation.

The dossier processing sequence includes:
The receiving specialist will issue a confirmation of receipt of the dossier and schedule a date to return the results after checking the legality and completeness of the dossier.
